Melanie Dubuis is an independent consultant with over 15 years of experience in Monitoring, Evaluation, Accountability & Learning (MEAL), Data Analysis & Visualization, and the Management of complex projects. She works with international organizations, governments, and the European Commission to strengthen evidence-based decision-making and improve the effectiveness of policies and programs—particularly in fragile and conflict-affected settings.

Melanie’s professional journey has taken her across a range of humanitarian and development contexts, including field missions in the Democratic Republic of Congo, South Sudan, Mauritania, Côte d'Ivoire, Mali, Burkina Faso, Chad, and Greece. Her work is grounded in rigorous methodologies that blend desk research, statistical analysis, stakeholder engagement, and field-level data collection. She has conducted interviews with displaced populations, refugees, and local communities, ensuring the voices of those most affected are central to the learning process.

Her expertise spans multiple thematic areas, such as forced displacement, public health, nutrition, education in emergencies, protection, cash assistance, and the humanitarian-development-peace nexus. She is deeply committed to improving the quality, accountability, and sustainability of humanitarian action, placing learning, inclusivity, and community engagement at the center of her approach.

Mikhail Elliott

Mikhail Elliott is an education and development consultant with a decade of experience at the intersection of policy, programme delivery, and institutional growth. With a background in economics, education systems, and workforce development, he brings a strategic and data-driven approach to projects across the public and private sectors. His expertise spans project management, capacity building, and monitoring and evaluation, with a strong emphasis on stakeholder engagement and systemic change.

Raised in Jamaica and educated across the UK and US, Mikhail brings a dual perspective informed by both developing and developed country contexts. This diverse background enriches his understanding of the complex challenges facing education systems and skills development globally—and how to design practical, context-sensitive solutions that work on the ground.
He has held senior advisory roles at the UK’s Department for Education (DfE), where he led key initiatives on employer engagement, programme prioritisation, apprenticeships, and international recruitment. His work during the COVID-19 pandemic helped shape strategic responses at the national level, including contingency planning and ministerial briefings. As a delivery advisor, he also played a key role in building internal capability, introducing project management tools, and driving culture change in how performance was tracked and communicated—often through the use of dashboards and visual reporting.

Currently based in Switzerland, Mikhail leads institutional growth and recruitment strategies at the American Institute of Applied Sciences in Switzerland, where he has helped increase enrolment and streamline operational systems through performance data and digital outreach. His broad portfolio includes setting up admissions systems, improving internal processes, managing cross-functional teams, and guiding organisational change.
